Can anyone out there tell me how many people can be carried safely in the
flight deck area of a C-140 transport.

C-140 can hold two people in the flight-deck area.

A C-130 can hold about 5 safely.

5 is standard cockpit crew for an MC-130E or H. Slicks carry 4 routinely.
IIRC the floor limit is 10 for the MC.

If you mean how many seats the trash haulers had 4 seats and some special ops
had 5. This is only from my experience. The E model trashaulers I worked on
had bunks aft of the nav's station. The HC-130 N and P models I worked on had a
radio operator's position in place of the bunk.

Pilot/Co-Pilot/FE/Nav on the trash-haul version.
A systems operator adde for the SpecOps type.

That sounds correct if "safe" is defined as by the book.
If you were trying to jam bodies in anywhere they could go
the number would be much higher.
